Container Parking Rate, Pelindo Asked To Be Fair

JAKARTA- Chairman of the Indonesian Logistics Association (ALI) Zaldy Masita stated that PT Pelabuhan Indonesia (Pelindo) III could impose a fair system in the determination and imposition of containers parking fees at the Port of Tanjung Perak, Surabaya, East Java.

He asked Pelindo to be fair to the port users, especially the users of container parking services. According to him, the policy of the Pelindo only charges progressive rates for container parking there, but there is no reward or incentive for service users who are performing well.

Pelindo III seharusnya menjalankan sistem reward dan penalti untuk pengguna yang melebihi batas waktu simpan kontainer, artinya kalau ada pengguna yang melebihi batas waktu terkena penalti, bagi yang tidak harus dapat reward, ujarnya kepada Bisnis, Minggu (11/5/2014). Selain itu, penetapan tarif dan pengenaan penalti berlaku pula terhadap Pelindo III. Jadi kalau operator pelabuhannya melayani tidak tepat waktu, harusnya ada penalti juga ke Pelindo III, tambah Zaldy.

Pelindo III should run a system of rewards and penalties for users which exceed the time limit of container store. It mean that if there are users who exceed the time limit they have to get penalty. Meanwhile for those who do not, they have to get a reward, he told Bisnis, Sunday (11/05/2014). In addition, tariff setting and imposition of penalty shall also apply to the Pelindo III. So if the operator does not serve the port on time, there should be a penalty also to the IPC III, Zaldy added.

Earlier, President Director of PT Pelindo III Djarwo Surjanto said they plans to increase the container rates progressively as done by Pelindo II at the Tanjung Priok Port. They will impose the fare increase especially in the area of Tanjung Perak Port, Surabaya, East Java. The policy is an effort to cut the welling time at Tanjung Perak import terminal which has been reached 6-7 days.

On the other hand, the increase of container parking fees is needed to decrease the dwelling time. All of this time, he said container parking fees at Tanjung Perak is cheaper than the same service rates outside the port. The difference causes many users piled container inside the port. By this time the unloading volume at Tanjung Perak reached 4.5 million TEUs per year.

Meanwhile, to increase the capacity, Pelindo is in the process to finish the construction of Teluk Lamong Port which planned to accommodate 2.5 million TEUs of goods for the first phase. For the second phase of construction targeted could accommodate 6 million TEUs. By the development, Pelindo targeted a 15% increase of profit compared to the previous year as much as IDR5 trillion.
