Makassar New Port Project Begins Construction

 

MAKASSAR— Ministry of Transportation has issued recommendations and permit for Makassar New Port project as regulator concludes discussion of national port spatial management.

Bobby R. Mamahit, Director General of Sea Transportation, said the permit has been delivered to PT Pelindo IV as the operator. “It is expected next year the project will be started. Recommendation and permit have been issued for the project. The initial phase is for reclamation,” he said in the inauguration event of Makassar Main Port Authority office, Wednesday (12/18).

He argued the project is prepared to anticipate stagnancy in Makassar port predicted to reach capacity peak in 2017. The issuance has been through analysis of inter ports balance in Eastern Indonesia region which are relevant with goods flow in Makassar port. “We have national port design, the balance of ports is included in the evaluation whether the project can be built or not,” he said.

Besides, Bobby said he also plans to construct special port for passenger in Galesong so that Makassar port focuses on loading and unloading goods.

The passenger port is estimated to be constructed at least in 2017. The ministry’s other plan is to maximize the use of Garongkong port as Makassar’s second line, particularly for breakbulk loading and unloading and multipurpose vessel with capacity above 22,000 GT.

 

Cooperate with BPKP

Wahyu Hidayat, Head of Makassar Main Port Authority Office, said he will soon cooperate with Financial and Development Supervisory Agency (BPKP) on the concession for Pelindo IV in building container port in Makassar new port. “We will also have guidance by the agency as the Directorate General of Sea Transportation issues the permit for Pelindo IV, particularly in determining the concession period,” he said.

He added the construction of Makassar New Project is part of Makassar port development and is an urgent one given that the maximum capacity of container service at around 500,000 TEUs has been overload every year.

Container loading and unloading capacity in Makassar port in 2012 had reached 534,782 TEUs and is predicted that this year it will increase by 12.9% into 603,769 TEUs. “Indeed at present there has been additional container port measuring 150 m and set the capacity at 950,000 TEUs, but the port will reach capacity peak in 2017 since container flow will reach 980,946 TEUs,” he said.

Previously, PT Pelindo IV had stated that it is ready to begin the project if the Ministry has issued the permit for the IDR7 trillion project. “All administrative documents, feasibility study, analysis of environmental impact, have been completed. We are waiting for decision from the Ministry,” said Head of PR division of Pelindo IV, Sahat Siboru.

The construction will be divided in three phases, the first one will take 4 years with IDR2 trillion investment to develop the port, road, beach reclaiming, and procurement of loading equipment.
