Forwarders Push For Container Checks Prior To Clearance

JAKARTA – Freight forwarders urged quarantine authorities at the Port of Tanjung Priok to conduct physical examination of containers that must be checked, before issuing clearance or warrant expenditures (SPPB) from the local Customs and Excise.

Chairman of the Employers Forum Transportation and Customs Clearance Services (PPJK) Tanjung Priok port, M.Qadar Zafar said, as long as this is more efficient, container which already has SPPB can be directly released from the port and any obligation of physical examination can be done at the quarantine depot outside the port.

“But now since the operation of TPFT CDC Banda in the port of Priok, container in the green line category already pocketing SPPB must re-enter the port for quarantine, ” he told Business Today, Monday (03/10) .

Qadar said, currently there are two facilities for intergrated container physical examination (TPFT) in Priok port namely TPFT Graha Segara and TPFT CDC Banda operated by Multi Terminal Indonesia (MTI).

TPFT Graha Segara as a physical examination integrated facility for customs and quarantine of imported goods categorized as red lines , while the Banda TPFT for the green category.

As confirmed by Bisnis today (03/10), Head of Agricultural Quarantine (BBKP) Priok Port, Purwo D said ideally activities by agencies quarantine inspection at the port is in conjunction with a physical examination of the document, before issuing the cargo customs clearance status.

“We are working on a physical inspection of containers required to have quarantine check on TPFT for cargo that has not pocketing SPPB. This inees a cooperation with Customs,” he added.

He said at the Port of Priok, currently there are 250-300 containers to be chaecked daily on average. ” The number of quarantine inspectors are 90 people,” he explained .

He said, the presence of plant quarantine depot (IKT), which is located outside the port of Tanjung Priok is still able to operate as long as the operational permit is still valid .

However, he said, the license of the IKT depot which expires will not be extended by the Ministry of Agriculture Quarantine Agency , because the Act No: 16/1992 concerning Quarantine expressly mandated that all activities or actions to be carried out in the port quarantine. This ,said Purwo also in line with the implementation of Law No: 17/2008 on the Shipping.

“All the quarantine inspection activities will be focused within the port” he conclude.
